God is a planner. He takes His time. He is not in a rush. Most of the time, He spends more time in preparation than He does in manifestation. But other times He is spontaneous.
The preparation for the Passover in this passage all happened on the same day: on the first day of the Feast of Unleavened Bread, when evening had come.
